The Regulatory Landscape
UAE lighting design must satisfy multiple overlapping authorities: **ESMA** (Emirates Authority for Standardization) sets product performance standards. **Estidama** (Abu Dhabi) and **Al Sa'fat** (Dubai) rate green building performance. **Civil Defence** mandates emergency lighting. **Municipality codes** govern outdoor lighting, signage, and light pollution. Non-compliance delays project handover and occupancy permits.

ESMA Product Compliance
All LED products sold in the UAE must carry the **ECAS (Emirates Conformity Assessment Scheme)** mark. This requires testing at an accredited laboratory to verify: **luminous efficacy** (minimum 80 lm/W), **CRI** (minimum 80), **power factor** (>0.9), **color consistency** (within rated CCT tolerance), and **safety** (IEC 62031, IEC 62560). Products without ECAS certification are intercepted at customs.
Lighting Power Density (LPD)
Both Estidama and Al Sa'fat set maximum LPD (W/sqm) targets by space type. For example, offices: 10-12 W/sqm, retail: 15-18 W/sqm, parking: 3-5 W/sqm. Exceeding LPD limits prevents the project from achieving its target green building rating, which may be a contractual requirement. High-efficacy LED fixtures (>130 lm/W) are essential to meet these targets.
Emergency Lighting Requirements
UAE Civil Defence requires: **1 lux minimum** on escape routes, **0.5 lux minimum** in open areas, **5 lux** at fire equipment and exit signs. Battery duration: **3 hours minimum** for occupied buildings. Monthly self-test and annual full-duration test logs must be maintained. Central battery systems or self-contained emergency luminaires are both accepted.
Outdoor Lighting Regulations
Dubai Municipality regulates outdoor lighting to control **light pollution** and **energy waste**. Maximum sign luminance limits apply (typically 300-600 cd/sqm for illuminated signs in residential-adjacent areas). Curfew dimming may be required after midnight. **Upward light ratio** must be controlled to protect night sky quality, particularly near astronomical observatories.
